The Parties to this Agreement,

(a) Recalling the Declaration and Programme of Action on the Establishment of a New International Economic Order, the Integrated Programme for Commodities, the text entitled “A New Partnership for Development” and the Spirit of São Paulo and the São Paulo Consensus, which were adopted by the United Nations Conference on Trade and Development (UNCTAD) at its eleventh session;
