Recognizing that global climate change and its negative effects are a matter of concern for all humankind,

Concerned that human activity has significantly increased the concentrations of greenhouse gases in the atmosphere, that this increase reinforces the natural greenhouse effect and that this increase will, on average, result in additional warming of the Earth's surface and the atmosphere, which may affect natural ecosystems and mankind,
