Since the Caracas Declaration in 1992, followed by the Rio Summit, and the ratification of the Global Convention on Biodiversity, the problem of conservation has taken on particular importance in developing countries. Recent developments have recently seen the convergence of concerns about decentralization, local management of resources, and conservation, in a more global approach to the management and allocation of spaces in the national territory.
